MAY 28, 2019
Present: Commissioners
Denny Kemp, Marie Dranttel,
Jack Kolars, Terry Morrow and
John Luepke. Also present
were County Administrator
Ryan Krosch, Human
Resources Director Jamie
Haefner and County Attorney
Michelle Zehnder Fischer.
Luepke moved and Kolars
seconded to approve the agenda
with the following addition:
Fraud Prevention Investigation
Program Grant. Carried.
Morrow moved and Luepke
seconded to approve the
consent agenda. Carried.
Approval of the Commissioner
Warrants as presented for the
following amounts: Revenue
Fund - $69,236.50, Road &
Bridge Fund - $384,461.78,
Human Services Fund $205,707.84 and acknowledge
review of the Auditor’s
Warrants (the itemized list of
approved warrants is available
for inspection in the County
Administrator’s Office. Some
Human Services warrants
contain private data and are
not available for inspection).

seconded to approve
appointing Commissioner
Terry Morrow to the NAPAA
and Commissioner Denny
Kemp as alternate. Carried.
Morrow moved and Dranttel
seconded to approve the
South Central Community
Based Initiative Purchase of
Service Agreement. Carried.
Luepke moved and Morrow
seconded to approve the FPI
Grant contract as presented
with the Minnesota Department
of Human Services. Carried.
Kolars moved and
Luepke seconded to appoint
Commissioner Morrow to the
Nicollet County Recycling
Committee and Commissioner
Dranttel as the alternate. Carried.
Morrow moved and Dranttel
seconded to approve the
1W1P Planning Boundary
Map and adopt the Resolution
of Support. Carried.
Dranttel moved and
Morrow seconded to adopt
the Resolution Approving the
Transfer of Funds to Pay for
a Negative Drainage System
Fund Balance. Carried.
Morrow moved and Luepke
seconded to award the bid to and
enter into a contract (contingent
on contract language approval
by the County Attorney) with the
low bidder Meigs Paving Asphalt
& Emulsions for CRS-2 in the
amount of $443.49/ton and CSS1h in the amount of $245.00/ton
for the 2019 bituminous materials
(asphalt emulsion). Carried.
Kolars moved and Morrow
seconded to adopt the
Resolution Adopting Part 1
and Part 7 of the Mankato/
North Mankato Area Planning
Organization ADA Transition
Plan and Inventory for Public
Rights-of-Way. Carried.
Kolars moved and Luepke
seconded to approve joining the
All Season’s Arena Joint Powers
Board. Discussion by Board
members followed. Motion failed
with 1 in favor and 4 against.
Kemp moved and Morrow
seconded to support
a letter recommending
Commissioner Kip Bruender
of Blue Earth County be
appointed as a member of
the MCIT Board. Carried.
Kolars moved and Luepke
seconded to approve the
expenses and per diems for
the meetings noted during
Commissioner reports and/
or listed on the Commissioner
Warrants and authorize payment
of those expenses and per diems
by the Finance Office. Carried.
Morrow moved and Luepke
seconded to adjourn the meeting.
